Multiple Repositories vs. Monorepo: Lessons from the Field

At some point in every growing engineering organization, the same question appears: should we split the system into many repositories, or keep everything in a monorepo?

In theory, multiple repositories promise modularity, autonomy, and cleaner boundaries. In practice, the operational cost is often underestimated. After managing a growing number of repositories, I have reached a limit where the overhead becomes more visible than the benefits.

Here are the challenges I have observed.

Configuration Drift and Cognitive Overhead

Managing many repositories requires more knowledge and discipline than it initially seems. Each repository carries its own configuration: CI pipelines, environment definitions, dependency files, linting rules, branch protections, and deployment logic.

Even if we attempt to standardize everything, synchronization becomes a recurring task. A small improvement to a CI template or environment variable policy suddenly becomes an update across N repositories. Multiply this over time and the operational burden grows quietly but steadily.

With a monorepo, there is one source of truth. With multiple repositories, there are many.

Platform Limitations at Scale

Git hosting platforms such as GitHub or GitLab provide bulk management features, but they are not designed for deep cross-repository iteration at scale.

Searching for a specific comment, auditing settings, or updating repository-level configuration across dozens of projects quickly becomes tedious. There is no elegant way to treat a group of repositories as one logical unit unless we build custom tooling on top.

The friction is small per repository, but it compounds.

Global Changes Multiply Linearly

Consider a global change such as updating syntax, refactoring logging, or adjusting a shared interface.

With five repositories, we create five merge requests. With twenty repositories, twenty merge requests. Each requires review, CI execution, and coordinated merging. The effort scales linearly with the number of repositories, even if the change is conceptually atomic.

In a monorepo, this is a single change set. One review. One CI run. One merge.

CI Efficiency Is Not Guaranteed

A common argument for splitting repositories is CI efficiency: smaller repositories mean smaller builds and faster feedback.

However, the fixed overhead of CI must be considered. Starting a runner, pulling container images, and preparing the environment often takes several minutes before tests even begin.

If one repository requires five minutes of setup and five minutes of tests, that is ten CI minutes.

If we split it into two repositories where each runs half the tests, we may get something like:

  • (5 minutes setup + 2.5 minutes tests)
  • (5 minutes setup + 2.5 minutes tests)

That becomes fifteen CI minutes instead of ten. The duplicated setup cost dominates the savings from smaller test suites.

Without careful measurement, CI minute savings can be more theoretical than real.

Environment and Development Overhead

Every repository typically needs its own development environment, configuration, and possibly its own infrastructure components. Even with automation, more environments mean more resources consumed locally and in the cloud.

For developers, this also increases mental switching costs. Context fragmentation affects productivity more than we often admit.

Dependency Chains and “Dependency Hell”

Splitting systems into many small packages often increases the depth of the dependency chain. This creates tight coupling across versioned packages and can introduce cascading upgrade failures.

For example, a breaking change in a shared “core-utils” package may block updates in “api-service” until “billing-service” and “search-service” are updated first. What looks modular at the repository level becomes tightly coupled at the dependency level.

The more layers we introduce, the more fragile the upgrade path can become.

The Other Side: Autonomy and Clear Ownership

Multiple repositories are not without advantages.

They can encourage clearer ownership boundaries. A team responsible for “billing-service” can control its lifecycle, release cadence, and tooling independently. Access control becomes simpler. External contributors can be granted access to a specific component without exposing the entire codebase.

Smaller repositories can also reduce cognitive load when onboarding to a specific subsystem. Instead of navigating a large monorepo, a developer focuses only on what is immediately relevant.

These benefits are real. The question is not whether they exist, but whether they outweigh the operational costs in a specific context.

A Practical Threshold

There is a practical limit to how many repositories one team can manage efficiently. Based on experience, we are already near that threshold.

This does not mean a multi-repository architecture is inherently wrong. But scaling it requires strong automation, clear migration plans, and explicit ownership. If a Git and DevOps automation expert proposes a detailed and realistic management strategy for N mini-repositories, that would be worth evaluating.

Until then, adding more repositories increases operational complexity without a clear net benefit.

A Balanced Internal Structure

In our internal setup, we have experimented with a compromise approach: a src/ folder for deployable components and a packages/ folder for shared code used by other repositories.

This keeps related code physically close while still allowing packaging and reuse when necessary. It reduces the fragmentation cost while preserving modularity where it truly adds value.

Repository boundaries are not just architectural decisions. They are operational decisions. The more boundaries we create, the more coordination we require. And coordination, unlike code, does not scale effortlessly.
